The Organic Act of 1871 repealed the individual charters of Georgetown and Washington, creating the District of Columbia. The national seal and motto “Justitia Omnibus” were determined in 1871 and the Capital city began a major improvement program. The illustration, looking west northwest, shows the Capitol building, government buildings and unfinished monument. 1000 pieces. (Approximately 19 1/4" x 26 2/3")
